The purpose of the Competition and Consumer (Industry Codes—Cash Acceptance) Regulations 2025 (the Regulations) is to prescribe two new mandatory industry codes (the Codes) under section 51AE of the Act. The Codes require certain retail businesses supplying fuel and groceries to accept payment in cash (generally referred to as the ‘cash acceptance mandate’ throughout this document). The cash acceptance mandate applies between the hours of 7am and 9pm for in‑person payments of $500 or less. Retail businesses are not required to accept payment in cash outside these hours (but may choose to do so).
